I. Administration and General Affairs Division:
- Functions
a) Advising on organizational and personnel affairs: Assist the Director in structuring matters; management and utilization of public officials and contracted staff; and the implementation of emulation, commendation, and disciplinary work in accordance with regulations.
b) Advising on administrative and general affairs: Assist in directing, administering, and other general operations; developing mission agendas; performing financial and accounting duties and asset management; implementing administrative reform; applying information technology and digital transformation within the agency; protecting state secrets; preventing and combating corruption and misconduct; and thrift and anti-wastefulness practice.
Implementing regular, periodic, and ad hoc reporting; managing clerical and archival work and internal administration.
- Duties and Powers:
2.1. Organizational and personnel affairs
a) Advise on and implement organizational and personnel management, including positions, staffing structure according to professional titles, and the number of officers; carry out appointment, re-appointment, dismissal, transfer, rotation, secondment, commendation, discipline, relief from managerial positions, retirement, resignation, salary policy, benefits, training for public officials and contracted staff;
b) Take the lead in formulating the Job Position Scheme in line with the organizational structure and staffing numbers of the divisions then submit to competent level for consideration and approval;
c) Manage, update, and archive personnel records of officials and contracted staff;
d) Act as the Standing Office of the Emulation and Commendation Council; advise on the formulation and adoption of documents on emulation and commendation in line with the functions, duties, and organizational structure of the Center;
đ) Organize the launch of emulation campains, identify and encourage outstanding examples, and implement commendation regulations within the Center’s competence;
e) Take the lead and coordinate with specialized divisions in conducting inspections and examinations of internal affairs;
g) Advise on and adopt policies and benefit packages for public officials and contracted staff.
2.2. Administrative and general affairs
a) Advise on the formulation and organization of periodic and ad hoc work agendas; monitor, encourage, and consolidate the results and report to the Director.
b) Draft the Decision promulgating the Regulations on the functions, duties, and powers of subdivisions; and draft the Decision stipulating the conditions and standards for the titles of Head and Deputy Head of Division and equivalent positions.
c) Draft internal regulations, including: Regulations on office culture; internal democratic Regulations; Working Regulations; Internal Expenditure Regulations; Regulations on management and use of public assets; Regulations on citizen reception; Regulations on coordination in the management, operation, and use of office headquarters, ensuring fire safety, security and order, and environmental landscape within the campus of the former Vinh Phuc Provincial People’s Committee headquarters.
d) Advise on and perform financial, accounting, asset management, and public investment work of the Center; to prepare and consolidate annual budget estimates and settlements; to organize the management and use of allocated budgets, funds, and public assets in accordance with law and with the assignment and decentralization of the Provincial People’s Committee.
đ) Advise on and organize the research and application of scientific and technological advances; promote administrative reform, information technology application, and digital transformation to improve the Center’s operations.
e) Organize the implementation of regulations on anti-corruption, anti-misconduct, thrift practice, and anti-wastefulness; handle complaints, denunciations, recommendations, and feedback in accordance with law.
g) Perform gathering information, statistics and synthesis work; carry out periodic and ad hoc reporting in a timely and accurate manner on the implementation of the Center’s assigned tasks to the Provincial People’s Committee and authorized state agencies.
h) Arrange necessities for meetings, working sessions, conferences, and seminars on investment promotion and business support.
i) Custody and use the seal and digital signature and take responsibility for the issuance of documents of the Center in accordance with the laws.
k) Archive documents, records, and materials of the Center; process archival materials and submit annual archival records.
l) Advise on the provision or referral of domestic and international business support services, including leasing and use of conference rooms and office space; provision of secretarial, interpretation, and other professional human-resource and business services consistent with the functions, duties, and regulations of the Center.
2.3. Perform other duties and tasks as assigned by the Director.
II. Investment Promotion Division
1. Functions
Advise and assist the Leadership of the Center in formulating and executing investment promotion schemes and plans; studying and proposing solutions to improve the investment and business environment and enhance the Provincial Competitiveness Index (PCI); mobilizing, attracting, and supporting the operation of domestic and foreign investment resources; strengthening cooperation and linkage with domestic and international agencies, organizations, and investors in order to optimize the efforts; guiding, supporting, and accompanying investors in undertaking legal procedures for the implementation of new investment projects in the province until such projects commence production and operations.
2. Duties and Powers
a) Advise on the formulation of long-term, medium-term, and annual schemes and plans for investment promotion tasks; act as the focal point for consolidating promotional process and investment promotion results.
b) Propose and effectively organize the implementation of investment promotion programs approved by competent authorities; coordinate the organization of investment promotion activities outside the province’s annual investment promotion program that are implemented by organizations, enterprises, or investors using non-state budget funds.
c) Take the lead and coordinate with the Center’s specialized divisions in advising on the review,adjustment, supplementation, and promulgation of the list of priority investment attraction projects in line with the province’s development orientation for each period, and submit it to competent authorities for approval.
d) Explore and develop international cooperative relationships; advise on the establishment of linkages, connections, and cooperation with domestic and foreign agencies and organizations to enhance the effectiveness of investment promotion activities.
đ) Study and assess the province’s investment potential, markets, trends, and investment partners; proactively advise on and coordinate the organization of networking activities between investors and provincial leaders and relevant agencies and units to accommodate investors.
e) Advise on related matters to propose to the Leadership of the Provincial People’s Committee and the Leadership of the Center on signing and implementing investment agreements with partners within their assigned authority.
g) Take the lead in advising on the implementation of domestic and international investment cooperation; support provincial economic organizations in carrying out promotion tasks abroad; and support enterprises in promoting investment opportunities in domestic and international markets.
h) Coordinate the mobilization of resources from international organizations, domestic and foreign non-governmental organizations, and enterprises operating in the province.
i) Take the lead in studying, advising on, and proposing solutions to improve the investment environment and enhance the Provincial Competitiveness Index (PCI).
k) Organize and implement integrated promotion activities and mobilization of Official Development Assistance (ODA) resources ; mobilizing domestic and overseas resources; provide consultancy and support for the implementation of ODA-funded projects serving the province’s socio-economic development.
l) Take the lead in formulating agendas for organizing conferences, seminars, and forums on investment promotion for domestic and foreign investors; organize and participate in domestic and international investment promotion fairs and exhibitions.
m) Take the lead and coordinate with the Center’s specialized divisions and relevant agencies and units in implementing activities serving provincial delegations conducting investment promotion missions abroad.
n) Advise on organizing, or coordinating with relevant agencies and units in organizing joint training and capacity-building programs on investment promotion.
o) Take the lead and coordinate with the Center’s specialized divisions in introducing new investment projects in the province; act as the focal point for providing consultancy, information, legal support, investment policies, and investment procedures to domestic and foreign organizations, enterprises, and investors seeking investment and business opportunities in Phu Tho Province, including: surveying and selecting investment locations; associating investors in preparing requests for investment policy approval or Investment Registration Certificates for new projects using non-state budget capital; guiding, supporting, and accompanying investors in implementing new projects from the stage of idea formation to commencement and operations; and monitoring and ensuring implementation proceeds as agreed upon.
p) Prepare budget estimates for assigned professional tasks and submit them to the Administration and General Affairs Division for appraisal, consolidation, and reporting to the Director for consideration and approval as a basis for implementation; coordinate with the Administration and General Affairs Division in formulating contractor selection plans and organizing contractor selection; and coordinate in advising on the signing of contracts (if any). The settlement and finalization of expenditures shall comply with the provisions of law.
q) Perform other duties and tasks as assigned by the Director.
III. Information, Communications and Digital Transformation Division
- Functions
Advising and assisting the Leadership of the Center in information and communication activities; promoting the image, potential, and investment opportunities of the province; developing and managing databases and communication publications; and supporting enterprises in implementing information technology applications and digital transformation activities.
2. Duties and Powers
a) Take the lead in developing databases serving investment promotion activities; compile and publish publications and materials introducing development plans in the fields of industry, agriculture, services, tourism, etc.; investment environment, potential and opportunities as well as the mechanisms, policies, and local and state laws in multiple languages, including Vietnamese, English, Japanese, Korean, Chinese, and others.
b) Take the lead and coordinate the organization and implementation of communication and promotional activities introducing the image and people of the province; its socio-economic status; socio-economic outlines; mechanisms and policies on investment subsidies and incentives; and potential and opportunities to domestic and foreign investors through appropriate channels and digital portals.
c) Develop databases on enterprise support policies, industrial parks, industrial clusters, and the sectors of industry, agriculture, services, tourism, etc.; land-use planning; and data on local businesses.
d) Support small and medium-sized local enterprises in the fields of information, communications, digital transformation, and technology application in production.
đ) Take the lead and coordinate in advising on the organization of training courses on science and technology, innovation, and digital transformation for local enterprises in need; and at the same time enhance the digital transformation capacity of the Center’s officials and contracted staff.
e) Formulate budget estimates for assigned tasks and submit them to the Administration and General Affairs Division for appraisal, consolidation, and reporting to the Director for approval as a basis for performance; coordinate with the Administration and General Affairs Division in developing contractor selection schemes and organizing contractor selection; and coordinate in advising on the signing of contract execution (if any). The settlement and finalization of expenditures shall comply with the provisions of law.
g) Perform other duties as assigned by the Director in accordance with regulations.
IV. Business Advisory and Support Division
- Functions
Advising and assisting the Leadership of the Center in formulating long-term, medium-term, and annual agendas for supporting small and medium-sized enterprise (SME); assessing the status of handling enterprises’ requests and concerns arising during investment, production, and operations within the province;
acting as the focal point for monitoring, receiving, consolidating, advising on, guiding, supporting, and accompanying investors in carrying out legal procedures to resolve difficulties and obstacles encountered during the production and operation, and supporting legal procedures related to the adjustment of investment policy approvals or Investment Registration Certificates.
- Duties and Powers
a) Conduct surveys and gather data to assess the process of resolving requests and concerns during investment, production, and business operation.
b) Take the lead in formulating long-term, medium-term, and annual programs and plans for SME support activities and submit them to competent authorities for approval as a basis for implementation.
c) Monitor, receive, guide, support, and accompany investors in carrying out legal procedures such as adjustment of Investment Registration Certificates and ones related to land, environment, fire safety, construction permits, and other matters after the projects have been put into operation.
d) Provide legal, procedural, and documentation advisory for enterprises in the following activities:
– Establishment of enterprises, branches, and representative offices; amendment and supplementation of registered business lines in accordance with the laws;
– Selection of contractors, partners, and goods and service supply suitable to the scale, sector, business type, and operational characteristics;
– Recruitment, training of human resources to meet labor demands;
– Implementation of tax, accounting, and auditing procedures in accordance with the laws;
– Support SMEs;
– Seeking and accessing local and state financial resources from banks and investment support funds;
– Providing guidance and clarification on State policies on enterprise support.
đ) Act as the focal point for proactively monitoring business operation; consolidate enterprises’ requests and concerns then propose the Provincial People’s Committee for timely settlement, or transfer them to competent state authorities in accordance with the laws.
e) Serve as the standing body for the weekly entrepreneur reception; take the lead and coordinate with specialized divisions in arranging the monthly working sessions between provincial leaders and enterprises.
g) Take the lead in organizing the quarterly dialogue conference as well as other working sessions between provincial leaders and enterprises.
h) Develop and execute support activities for enterprises in the locality as assigned by the Provincial People’s Committee.
i) Organize workshops and training courses; cooperate with training institutions to organize training, capacity-building, and support to develop enterprises and other subjects in accordance with regulations; take the lead or cooperate with training institutions to organize training courses on economic development and investment for enterprises and entrepreneurs.
k) Take the lead and coordinate with the Center’s specialized divisions in proposing and introducing enterprises and entrepreneurs with outstanding achievements in economic development and investment for commendation by the Provincial People’s Committee and other authorities.
l) Formulate budget estimates for assigned tasks and submit to the Administration and General Affairs Division for appraisal, consolidation, and reporting to the Director for approval as a basis for performance; coordinate with the Administration and General Affairs Division in developing contractor selection plans and organizing contractor selection; and coordinate in advising on the signing of contract implementation (if any). The settlement and finalization of expenditures shall comply with the provisions of law.
m) Perform other duties and tasks as assigned by the Director.
