Phu Tho Province’s Investment Promotion and Enterprise Support Center is a public agency under the People’s Committee of Phu Tho Province, established in pursuance of Decision No. 386/QD-UBND dated 21 July 2025 issued by the People’s Committee of Phu Tho Province.
The Center holds the responsibilities for carrying out investment promotion activities; providing consultancy and support services to enterprises; and advising on solutions to improve the investment and business environment within Phu Tho Province in accordance with the law.
- Responsibilities
2.1. Investment Promotion
a) Take the lead and coordinate with relevant departments and agencies in advising the Provincial People’s Committee on the promulgation of long-term, medium-term and annual programs and plans on investment promotion activities; propose and effectively implement investment promotion programs; and issue lists of priority projects for investment attraction in each period.
b) Advise the Chairman of the Provincial People’s Committee on strengthening linkages, connecting and cooperating with domestic and foreign agencies as well as international organizations in order to enhance the effectiveness of investment promotion; study and assess potentials, markets, trajectories and prospective investors; sign and implement cooperation agreements with partners within the assigned authority.
c) Conduct surveys and collect data: assess the settlement of petitions and challenges encountered by enterprises during business operations.
d) Take the lead and coordinate with departments and agencies in compiling and developing databases serving investment promotion activities; produce brochures and other publications about development planning for industrial parks and industrial clusters; about the investment environment, potential and opportunities; about the state and local mechanisms, policies and laws in multiple languages (including Vietnamese, English, Japanese, Korean and Chinese); intensify the promotion of the province’s investment environment and opportunities to domestic and foreign investors through appropriate channels and digital portals.
đ) Conduct promotional activities regarding the image, people and potential of the province; with respect to the investment environment, policies, potential, opportunities and connections; pertaining to exploring and developing international cooperation; and mobilize resources from international organizations, domestic and international non-governmental organizations and enterprises.
e) Undertake domestic and international cooperation activities in regard to investment promotion.
g) Coordinate the organization of investment promotion activities not included in the province’s annual agenda which are carried out by organizations, enterprises or investors using non-state budget.
h) Coordinate with relevant agencies in studying, advising and proposing solutions to improve investment environment and boost Provincial Competitiveness Index (PCI).
i) Integrate and implement investment promotion activities with the mobilization of Official Development Assistance (ODA); organize domestic and foreign programs and projects for investment in the province; and to provide consultancy and support for the implementation of ODA-funded programs serving the province’s socio-economic development.
k) Organize conferences, seminars and forums on investment promotion for domestic and foreign investors.
l) Organize and participate in domestic and international investment promotion fairs.
m) Organize, or coordinate with relevant agencies in training courses, collaborative training programs and capacity-building in investment promotion.
2.2. Investment and Enterprise Support
a) Act as the chair agency while coordinating with local departments, agencies in introducing investment projects; guide, supervise and push the progress of project execution; and report to the Provincial People’s Committee for the timely resolution of hindrances jeopardizing
b) Coordinate with relevant departments and agencies in developing initiatives, specialized reports serving the leadership, direction and administration of the Provincial Party Committee, the Provincial People’s Council and the Provincial People’s Committee.
c) Act as the focal point for providing consultancy and information, legal support, investment policies, and guidance on investment procedures for domestic and foreign organizations, enterprises and investors seeking opportunities, and conducting business in Phu Tho Province, including: surveying and selecting locations; preparing dossiers for approval and adjustment of investment policy and investor approval for projects financed by domestic and foreign investment capital, including projects implemented in accordance with the Law on Investment and specialized legislation; establishing enterprises, branches and representative offices; changing business registration; carrying out procedures on land, construction, environment, fire safety; selecting contractors, partners and suppliers; recruiting and training employees; carrying out tax, accounting and auditing procedures; support after the issuance of investment certificates; and disseminating on laws, policies, potential, markets and investment opportunities.
d) Guide and support domestic and foreign investors by providing information on the socio-economic situation; provincial socio-economic development planning; mechanisms and policies on investment incentives and subsidies; and the province’s investment potential and opportunities.
đ) Support economic organizations of the province in implementing overseas investment promotion activities.
e) Support enterprises in the province in seeking and accessing financial sources from banks, government investment support funds and provincial investment support funds; and accompany enterprises in promoting investment opportunities in domestic and foreign markets.
g) Provide guidance and answers to enterprises regarding the State’s policies on enterprise encouragement and support.
h) Act as the focal point in proactively monitoring the production and business activities of enterprises; monitoring investment attraction results, investment promotion activities, and difficulties and obstacles faced by enterprises; and proposing that the Provincial People’s Committee direct relevant authorities to promptly resolve such issues or refer them to competent state agencies in accordance with the laws.
i) Support small and medium-sized enterprises.
k) Serve as the standing body for the business dialogue program.
l) Develop and organize the execution of programs and activities supporting enterprise development in the locality as assigned by the Provincial People’s Committee.
m) Organize seminars, training courses and cooperation with training institutions in hosting programes to train and support enterprise development and other subjects as prescribed; and take the lead cooperating with training institutions in organizing courses on economic development and investment for enterprises and entrepreneurs in the province.
n) Propose and introduce enterprises and entrepreneurs with outstanding achievements in economic development and investment for commendation by the Provincial People’s Committee and other agencies.
o) Provide, or introduce providers of, services for domestic and foreign enterprises such as conference facilities, office space, secretarial services, interpretation services and professional support personnel.
2.3. Database Development and Investment Data Portal on subsidies for enterprises, industrial parks, industrial clusters; on land-use planning, and on investors; operate the provincial investment digital portal. The position, functions, duties, powers and organizational structure of the Phu Tho Investment Promotion and Enterprise Support Center are stipulated in Decision No. 27/2025/QD-UBND dated 27 August 2025 issued by the People’s Committee of Phu Tho Province.
