Overview of the Dialogue
Mr. Bùi Hồng Đô – Director of the Center for Investment Promotion and Enterprise Support speaking at the Dialogue

Substantive dialogue and substantive resolution of issues

In his opening remarks, Chairman of the Provincial People’s Committee – Mr. Trần Duy Đông emphasised that, following the 2025 dialogue on addressing difficulties and challenges facing enterprises and investors, many recommendations raised by enterprises had been promptly addressed and resolved by provincial departments, agencies and relevant organisations. In particular, 53 out of 69 recommendations had been resolved. The province’s investment and business environment had continued to improve, while the spirit of partnership between the authorities and the business community had been further strengthened. During the first eight months of 2026, the province’s socio-economic situation remained broadly stable and continued to develop. Foreign direct investment attraction increased significantly, while a number of projects and construction works were launched. These results demonstrated the determination of the entire political system to build an enabling and service-oriented government, placing enterprises at the centre of development.

Chairman Trần Duy Đông commended and expressed his appreciation for the efforts and contributions of the business community to the province’s development. At the same time, he frankly acknowledged that a number of difficulties and obstacles had yet to be fully resolved, while some issues had been addressed slowly and had not met the expectations of enterprises. Accordingly, he stressed that the guiding principle of this dialogue must be substantive dialogue, substantive resolution and substantive results. The Chairman called on enterprises and investors to continue to engage in frank, open and constructive dialogue; to provide accurate and comprehensive information on the difficulties and obstacles they were facing; and to put forward specific and feasible solutions and recommendations.

With regard to provincial departments, agencies and local authorities, the Chairman requested that they fully embrace the principle that “Where enterprises face difficulties, the authorities must be there.” Issues falling within their respective mandates must be addressed immediately. Matters beyond their authority must be proactively reported and accompanied by proposed solutions. Agencies must avoid evading responsibility or shifting responsibility between authorities, and enterprises should not be required to make repeated visits to resolve the same matter. Leaders of provincial departments, agencies and People’s Committees of communes and wards were requested to directly listen to enterprises, provide clear, specific and focused responses, and establish a clear roadmap and timeline for resolving each issue.

Speaking at the Dialogue, Mr. Bùi Hồng Đô, Director of the Investment Promotion and Enterprise Support Center of Phú Thọ Province, stated that investment promotion activities had, in recent years, been implemented proactively and with a clear focus on priority areas, particularly through engagement with strategic investors and projects involving high technology, environmental sustainability and high value added. The Center had coordinated in advising provincial leaders on meetings and working sessions with numerous domestic and international corporations and enterprises; organised domestic and international investment promotion activities; and strengthened on-site investment promotion, while providing support to enterprises and investors throughout project implementation.

Enterprises raise a range of practical issues

At the Dialogue, enterprises and investors expressed their appreciation for the attention and support provided by the provincial authorities, while openly discussing and proposing a range of issues directly related to investment, production and business activities in the province. The recommendations focused on compensation and land clearance; implementation of tax policies, particularly tax refunds for enterprises; investment in and development of connecting transport infrastructure; and the provision of substations and wastewater treatment facilities to meet investors’ needs. In particular, Bình Minh Infrastructure Development Joint Stock Company proposed measures to address difficulties related to compensation and land clearance at Thổ Tang – Lũng Hòa Industrial Cluster. Minh Đức Vĩnh Phúc Company Limited requested clarification regarding difficulties in determining the proportion of public land required for land clearance. Hanyang Digitech Vina Company Limited raised difficulties related to labour recruitment, transport, and commuting and parking arrangements for workers at Phú Hà Industrial Park. JHBBT-VINA Company proposed measures to address difficulties concerning the extension of its investment project implementation period. Other enterprises also raised issues relating to general site planning, investment procedures and production-supporting infrastructure.

Enterprises also called on the province to strengthen coordination and develop support policies for establishing and developing labour supply networks, particularly for skilled workers; consider expanding bus routes connecting the province with neighbouring provinces and cities; plan and develop centralised parking areas and provide additional appropriate stopping and parking points within industrial parks; and prioritise investment in social housing and housing for workers and employees.

Several enterprises noted that Phú Thọ Province possessed significant advantages for attracting investment and developing industry. They proposed that the province consider introducing sufficiently strong mechanisms and policies to attract investors in high-tech sectors and gradually establish high-tech value chains within the province. Enterprises also called for increased investment in and development of infrastructure in industrial parks and industrial clusters; timely guidance and support for investors in resolving difficulties arising during project implementation; and the timely, transparent and public disclosure of information on master plans, land-use plans, urban development plans and rural development plans.

Frank questions from businesses about their challenges during operation

Focusing on individual recommendations with clear responsibilities, actions and timelines

In response to the opinions and recommendations raised by enterprises, Chairman Trần Duy Đông and Vice Chairpersons Phan Trọng Tấn, Quách Tất Liêm and Phùng Thị Kim Nga directly instructed the leaders of the Departments of Home Affairs, Construction, Finance, Industry and Trade, Agriculture and Environment, the Management Board of Industrial Parks, the Investment Promotion and Enterprise Support Center of Phú Thọ Province and other relevant agencies to focus on providing explanations and guidance and agreeing on solutions for each recommendation.

Direct answers from local authorities

The overall approach of the Dialogue was that some recommendations raised by enterprises were resolved directly, while others were assigned to relevant departments and agencies for consideration and resolution within specified timeframes. For outstanding recommendations, the Investment Promotion and Enterprise Support Center of Phú Thọ Province, in coordination with the Office of the Provincial People’s Committee and relevant agencies, will monitor and follow up on implementation by departments and agencies and consolidate the results for reporting.

According to the Chairman of the Provincial People’s Committee, some recommendations could be resolved immediately, while others relating to land, auctions, bidding, finance and matters that had remained unresolved for many years required focused and appropriate solutions. For investment projects that had already been implemented and for which land had been allocated but difficulties had subsequently arisen, solutions should be considered on the basis of applicable regulations, actual conditions, the investor’s capacity, planning requirements and the investor’s interests and expectations. Where difficulties arose from the State’s responsibilities, or where responsibility was shared between the State and enterprises, the matter should be considered in accordance with applicable regulations and the specific circumstances of each case.

The Chairman stressed that addressing difficulties and obstacles facing enterprises should not be limited to dialogues or conferences, but should be carried out on a regular basis through official documents, dialogue forums and the actual implementation of policies and measures. The key areas identified included land allocation, land clearance, adjustments to planning, investment procedures, access to resources, social housing and worker housing, tax policies and other issues arising during business operations.

Dialogue with enterprises as a form of on-site investment promotion

Chairman Trần Duy Đông emphasised that these dialogues aimed at addressing difficulties facing enterprises also constituted a form of on-site investment promotion. Resolving difficulties faced by existing investors, while creating opportunities for investors to exchange experience and assess the level of engagement and support provided by the authorities and provincial departments and agencies, represented a practical approach to investment promotion.

Specific recommendations raised by enterprises should be reviewed, consolidated and generalised so that issues requiring policy-level intervention could be submitted to the competent authorities for consideration. Where three or more enterprises or investors raised the same issue, consideration should be given to whether the underlying problem stemmed from a policy or regulatory provision. For individual cases, the relevant interpretation and implementation practices should be reviewed. Issues arising repeatedly should be consolidated and reported to the competent central authorities for consideration and resolution at source, thereby ensuring that legal provisions are effectively translated into practice.

From administrative management towards governance, partnership and engineering

Regarding the tasks for the coming period, Chairman Trần Duy Đông requested provincial departments, agencies and local authorities to continue embracing a shift from an administrative management mindset towards governance, partnership, enabling and the proactive resolution of difficulties facing enterprises. Agencies assigned to monitor, follow up and consolidate recommendations must carry out these tasks with a strong sense of responsibility, openness and in accordance with their respective mandates. Decisions and directions concerning the resolution of issues must be made by the competent authority or authorised official. The process of resolving difficulties for enterprises must ensure effective coordination and clearly defined responsibilities among provincial departments and agencies. A single issue may involve multiple aspects and several authorities and may therefore need to be addressed through a defined sequence of procedures. Accordingly, the lead agency and relevant departments and agencies must closely monitor implementation progress, deadlines and assigned responsibilities in order to provide effective support to businesses.

At the same time, the province should continue to make substantive improvements to the investment and business environment, with particular attention to indicators relating to administrative procedures, access to resources, human resources and land, as well as other issues raised by enterprises. Provincial departments, agencies and local authorities were requested to implement the relevant measures within the prescribed timeframes, including the “Green Lane”, “24-hour Green Lane” and “50% Green Lane” mechanisms for priority projects in the processing of administrative procedures, with a view to shortening processing times and reducing procedural requirements in accordance with the established objectives.

Strengthening business linkages and promoting value-chain integration

Chairman Trần Duy Đông requested stronger investment promotion and greater linkages and connectivity among enterprises operating in the province. He called for enhanced cooperation among domestic enterprises, Vietnamese enterprises and foreign-invested enterprises, and for greater participation by provincial enterprises, particularly small and medium-sized enterprises, in value chains and supply chains for products and components supplied to FDI enterprises. The Investment Promotion and Enterprise Support Center of Phú Thọ Province will continue to strengthen business-matching and linkage programmes, promoting spillover effects from large-scale and foreign enterprises. At the same time, the role of business and entrepreneurs’ associations should be further enhanced in helping enterprises access information and markets and address operational difficulties.

For projects and recommendations that had remained unresolved for an extended period, the Chairman requested that the relevant legal provisions be carefully reviewed and that proactive and persistent efforts be made to reach definitive solutions. For each issue, enterprises and investors must receive a clear response. Matters should not remain unresolved for years without a specific course of action.

The Investment Promotion and Enterprise Support Center of Phú Thọ Province will continue to monitor and consolidate the issues addressed and conclusions reached at the Dialogue. It will also maintain and expand the “Coffee with Businesses” model, thereby continuing to collect recommendations from enterprises through various channels, including written submissions, working sessions, dialogues and investment promotion programmes, in order to facilitate timely resolution. This is also consistent with the mandate assigned to the Center by the Provincial People’s Committee concerning the preparation, consolidation and monitoring of recommendations raised by enterprises and investors.

Chairman Trần Duy Đông called on the business community to continue working in partnership with the province in pursuing socio-economic development objectives; to fulfil investment commitments responsibly; strengthen production and business activities; promote a culture of responsible entrepreneurship; enhance environmental protection; and fulfil their responsibilities towards society and local communities.

With the spirit of government partnership, enabling governance and public service, the Dialogue to address difficulties facing enterprises and investors of  the third-quarter 2026 reaffirmed Phú Thọ Province’s determination to listen to and promptly address difficulties and obstacles, creating favourable conditions for enterprises to stabilise and expand their production, business and investment activities. Through substantive dialogue, substantive resolution and substantive results, the province will continue to strengthen the confidence of the business community, mobilise and unlock resources, create momentum for production and business development, and contribute to achieving the target of double-digit economic growth, thereby laying a foundation for Phú Thọ’s rapid and sustainable development in the period ahead.
