On 10 September 2026, at its headquarters, the Investment Promotion and Enterprise Support Center held a working session with CT Group on the proposal to conduct research, surveys and investment promotion for the low-altitude economy Complex in Phú Thọ Province. This is a large-scale high-tech project, consistent with the province’s priority investment attraction orientations, while also requiring careful study of the proposed location, testing space, technology, human resources and implementation roadmap.
The working session was chaired by Mr. Bùi Hồng Đô, Director of the Investment Promotion and Enterprise Support Center. Participants included Mr. Hà Tuấn Anh, Deputy Head in charge of the Investment Promotion Division, together with representatives of the Center’s specialized divisions. Representing CT Group was Mr. Hoàng Nhân Thành, Development Director.
Proposal in high-tech technology ecosystem project in Phú Thọ Province
CT Group is a technology and innovation group in ASEAN, with 34 years of operation and development. The Group focuses on research, development and investment in strategic technology sectors such as unmanned aerial vehicles (UAVs), Low-Altitude Economy (LAE), AI, semiconductor chips, space technology, autonomous vehicles and green technology. In the field of Low-Altitude Economy, GASCO, a member company of CT Group established in 2012, focuses on the research, development and application of LAE, with an ecosystem comprising more than 600 services across more than 20 industries and 93 sub-sectors.
At the working session, representatives of CT Group discussed and clarified its proposal to research, survey and consider investment in the low-altitude space economy complex in Phú Thọ. According to the proposal, LAE is an economic model that systematically, safely and efficiently utilizes low-altitude airspace through manned and unmanned aerial vehicles combined with digital technologies. The model does not focus solely on flight operations but establishes a value chain encompassing research, design, manufacturing, testing, operation, service provision and commercialization of applications, linked to innovation and digital transformation.
CT Group proposed developing the Complex as an integrated model incorporating research and development (R&D), high-tech manufacturing, controlled testing (Sandbox), flight operations and management, UAV ports and airports, human resource training, business incubation, logistics and services, as well as an urban area and supporting amenities. The proposed study area is approximately 200–300 hectares, with priority given to locations offering suitable site conditions, transport connectivity, planning compatibility, an appropriate investment attraction orientation and suitable policies. Of this area, the high-tech manufacturing zone is expected to occupy the largest area, approximately 60–80 hectares; the R&D and research center approximately 30–40 hectares; and the controlled testing area approximately 30–40 hectares, together with functional areas for flight operations and management, UAV ports and airports, training, business incubation, and logistics and services. The model is oriented towards developing a closed-loop value chain, from research into UAVs, AI, new materials, flight control systems and low-altitude airspace management platforms, to the manufacture of UAVs and supporting equipment; organization of controlled testing; human resource training; and the provision and commercialization of LAE services.
Diverse application potential in requirement of an appropriate location
Based on the enterprise’s proposal, the specialized divisions of the Investment Promotion and Enterprise Support Center considered that, in addition to its potential and alignment with the province’s priority investment attraction orientations, the specific characteristics of the project require very careful study of the location and implementation conditions. As the project’s products, aerial vehicles and testing activities operate in low-altitude airspace, the arrangement of research and testing areas must ensure requirements relating to security, aviation safety, flight activity management and relevant legal regulations. In the area of former Vĩnh Phúc Province, certain locations have specific requirements concerning security and flight safety; therefore, the feasibility of locating testing activities at each site needs to be specifically assessed. At the same time, if the testing area needs to be located far from urban centers, consideration must also be given to the availability of high-quality human resources, training institutions, research and development facilities, technical infrastructure and connectivity, as these are important conditions for a specialized high-tech project.
Based on an assessment of the project’s nature and high-tech content, the Center’s specialized divisions proposed that CT Group further clarify the project’s objectives, scope and specialized and in-depth components; proposed products and services; core technology components; requirements for manufacturing, research and testing areas; requirements concerning flight-operation space; and the proposed organization of practical testing. Simultaneously, the enterprise needs to clarify whether the project’s products and technologies have already been researched, tested or implemented in other localities; as well as the technical and legal requirements and conditions applicable to testing activities. This would provide a basis for assessing feasibility and identifying matters requiring consultation and guidance from relevant departments and agencies.
The Center also noted that the low-altitude technology and economy complex is a large-scale ecosystem encompassing multiple sectors and different technology components. Therefore, the project should be studied on a phased basis, with each phase having clearly defined objectives, scale, scope and implementation conditions, rather than considering the entire ecosystem simultaneously from the outset.
Proposal options to address challenges to kickstart project implementation
Concluding the working session, Mr. Bùi Hồng Đô, Director, assessed that CT Group’s proposal is a project with a high level of technological content and is consistent with the province’s priority investment attraction orientations. However, given the project’s specific nature, involvement of multiple specialized fields, and inclusion of the manufacturing, research and testing of low-altitude aerial products and vehicles, the proposed location and implementation plan need to be studied carefully to ensure feasibility and compatibility with planning, infrastructure conditions, human resources, security and flight safety requirements, and relevant legal regulations. To establish a sufficient basis for synthesizing information, reporting and advising the Provincial People’s Committee on an appropriate policy, the Director requested CT Group to continue reviewing and completing the proposal, clearly defining its objectives, scope, specialized content, technology components, location requirements, scale and implementation roadmap, including consideration of a phased approach and project implementation in stages appropriate to actual conditions.
On that basis, he proposed that the enterprise study two options. First, consider dividing the project into two functional zones: a manufacturing zone and a research and experimental zone, thereby allowing each component to be located at a site appropriate to the nature of its activities, infrastructure and human resource requirements, as well as security, safety and flight activity management conditions. Second, if the project is determined to be implemented as an integrated model without being divided into two zones, CT Group should study and propose a revised plan for spatial organization, scale, scope and implementation roadmap, ensuring that requirements relating to manufacturing, research, testing, training, human resource development, technical infrastructure and flight safety are addressed in an integrated manner. Based on the plan researched, completed and clarified by the enterprise, the Center will consolidate the information and report to the Chairman of the Provincial People’s Committee for consideration and direction to relevant departments and agencies to coordinate in studying, assessing and advising on an appropriate implementation plan, ensuring that the project’s potential for high-tech development in Phú Thọ is facilitated while fully meeting requirements concerning feasibility, effectiveness, safety and compliance with the law.
Accompanying investors towards a feasible high-tech project
Phú Thọ’s Investment Promotion and Enterprise Support Center will continue to affirm its role as the focal point for promoting, connecting with and supporting CT Group throughout the process of researching, surveying and completing the project proposal, proactively coordinating and providing information on planning, locations, land availability, infrastructure and related conditions. Based on the research plan completed by the enterprise, the Center will consolidate information, coordinate and provide advice and recommendations on appropriate solutions, ensuring that the investment research process is implemented in a consistent manner, in accordance with regulations and closely aligned with the province’s actual conditions.
The working session took place in an open, frank and constructive atmosphere, with substantive and responsible discussions aimed at identifying the most appropriate implementation approach for the project. The matters discussed, analyzed and oriented at the working session will not only help CT Group further complete its proposal in a specific and feasible manner aligned with actual conditions, but also provide a basis for the province’s specialized agencies to continue studying and advising on solutions for a new investment field with high technological content. This will contribute to expanding the scope of cooperation between Phú Thọ and CT Group, creating a foundation for the research, attraction and gradual development of high-tech projects, promoting innovation and digital transformation, and creating momentum for the development of new industries and sectors in the province.
