On the morning of April 24, the Provincial People’s Committee organized the first session of the “Entrepreneur Cafe” program. Mr. Tran Duy Dong – Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, presided over the meeting. This is a new dialogue model aimed at creating an open space to directly resolve “bottlenecks” for businesses in the province.
In a close and straightforward atmosphere, provincial leaders and representatives from various departments and sectors met and worked with 5 leaders of major enterprises, including: Mr. Nguyen Phuc Long (Chairman of Thang Long Investment Group); Mr. Nguyen Canh Hong (General Director of Eurowindow); Mr. Bui Van Quân (former Chairman of the Vietnam Young Entrepreneurs Association); Mr. Nguyen Van Hung (Chairman of the Provincial Business Association); and Mr. Pham Tien Dung (General Director of Stavian Electricity Distribution Joint Stock Company).
At the program, business representatives reflected on specific difficulties and obstacles related to administrative procedures, while also proposing many strategic investment ideas to promote the development of the private economy, urban infrastructure, and tourism in the province.
Speaking at the program, the Chairman of the Provincial People’s Committee, Mr. Tran Duy Dong, affirmed that the goal of the “Entrepreneur Cafe” is to eliminate the gap between regulatory authorities and the business community. Informing about the growth scenario for 2026 and the vision for 2030, he noted that investors need to closely follow Decision 2468 on Provincial Planning to implement projects most effectively.
Notably, regarding the proposal to build Van Lang Boulevard connecting the IC6 intersection (Noi Bai – Lao Cai highway) with Cao Phong bridge, the Chairman of the Provincial People’s Committee affirmed the standpoint: “Phu Tho completely supports enterprises participating in public investment through BOT and BT forms. However, investment must be focused. The province will cut 30% of small, fragmented projects to concentrate resources on ‘framework infrastructure’ projects, connecting airports, highways, and major urban areas, especially the urban space on both sides of the Lo River connecting Viet Tri with Vinh Yen.”
With the spirit of a developmental government, the Chairman of the Provincial People’s Committee assigned specific tasks with clear completion deadlines to each department and sector. In the energy sector, the Department of Industry and Trade will preside over and coordinate with Stavian Group and the electricity sector to finalize the legal basis for 110kV substation projects at Thai Hoa – Lien Son – Lien Hoa Industrial Zone.
For the Eden project (afforestation combined with tourism, covering 1,642.6 hectares in Tan Mai commune, with a total investment capital of 22,000 billion VND), the Department of Agriculture and Environment will guide the completion of land procedures; the Department of Finance will advise and submit the decision on investment policy.
Regarding the cruise project on Hoa Binh Lake (total capital of 2,700 billion VND), the Department of Construction is responsible for guiding the completion of legal procedures, aiming to form a professional, synchronized, and methodical tourism model.
In terms of social security, the Chairman of the Provincial People’s Committee requested to accelerate procedures for social housing in industrial zones. The Department of Construction and the Department of Agriculture and Environment must finish handling land procedures and submit them to the Provincial People’s Committee for approval right within May 2026.

Particularly for the Vuon Vua project, which has been delayed for more than 10 years, the Chairman of the Provincial People’s Committee required the investor to show the highest determination, implementing it immediately after completing adjustments in accordance with the Law on Investment.
The Entrepreneur Cafe program will be held periodically, becoming a reliable bridge to build a transparent, dynamic, and effective investment environment in the ancestral homeland.
